Role Purpose
- Leads and enables the project team to successfully commission, hand-over and close-out projects at minimal to zero compliance risk, ensuring quality of the project and at the same time delivering on-time, at cost and according to the designed specification and compliant to operational requirements
- Acts as technical expert in the testing and commissioning of system and reliability projects and in the implementation of programs to ensure quality installation and compliance to testing and commissioning standards
- Reviews and approves the project quality plan of projects including inspection and test plan for system and reliability projects and performs inspection and audit to ensure compliance to the approved project quality plan.
- Design, develop and implement improvements on the quality management process involving testing and commissioning and close-out of projects.
- Develops and conduct training programs related to Testing and Commissioning within the enterprise and enhance technical competency of the organization
Job Description
Project Quality Compliance
- Leads, coaches and enables the Project Team in implementing a systematic and sequential approach to all commissioning activities prior, during and after completion of works
- Acts as technical expert in ensuring all works are in accordance with the Terms of Reference (TOR) and is in compliance with contract specifications
Development of Project Commissioning Strategy
- Develops the commissioning work scope in line with the overall strategy and plan to ensure safe, quality, timely and cost-effective project delivery.
- Reviews documentation requirements to ensure that relevant risks related to materials, equipment and testing are identified
- Provides a proactive, balanced and optimized approach in the execution of identified mitigation and/or management of the identified risks
Compliance of Project Documents/Folder
- Conducts periodic audit of project folders to ensure that documentation requirements related to material and quality execution are properly prepared and submitted
- Reviews submitted testing and commissioning document to ensure compliance with contractual and internal process requirements from the beginning of the project until its turnover to the end user
Project Site Inspection, Testing and Commissioning
- Manages the delivery of a Commissioning test program that confirms design intent against functional acceptance criteria to the customer
- Acts as technical expert in terms of material, civil and/or electromechanical standards and in the implementation of on-site commissioning procedures that are complying to international standards and project requirements.
- Conducts inspection and testing of equipment on-site to ensure compliance to approved design specification and international standards
- Conducts pre-commissioning of material and equipment and leads the joint commissioning of system and its components
Inspection / test result report and Corrective and Preventive Action Report (CPAR)
- Reviews the commissioning progress and performance of contractors and takes appropriate corrective actions as needed
- Conducts failure analysis compatible with the contract requirements as and when necessary
Quality Assurance Standards, Policies and Procedures
- Develops the project quality plan, testing and commissioning standards and inspection processes.
- Develops monitoring mechanisms to ensure projects are compliant to TAGs in terms of quality control and quality assurance
- Develops and implements process in ensuring that on-site lessons learned, shared best practices and commissioning methods and procedures used in completing the project are documented and submitted for continuous system/process improvement
- Develops and continuously improves the commissioning manual, Factory Acceptance Test and Site Acceptance Test (FAT/SAT) policy and corresponding checklists and templates
- Develops other process improvements related to testing and commissioning
Quality Competency, Training and Awareness Programs
- Assist in the development of quality programs to establish quality culture across the business
- Acts as resource speakers for commissioning related trainings for employees and vendors to ensure correct testing and commissioning procedures are implemented correctly on-site.
Testing and Commissioning Services for Subsidiaries
- Conducts testing and commissioning as well as capability program training for subsidiaries as necessary
