Role Purpose

  • Defines overall construction strategies and methodologies in alignment with the key stakeholders for all project types (A, B, C, D1, D2, E) to deliver project construction within defined Project Delivery metrics, including but not limited to: Cost, Time, Quality, Safety and Environment.
  • Act as Manila Water Representative and Contract Manager upon award of the project.
  • Reviews, validates, and recommends approval of Work Accomplishment and Contractor Billing to the approving body. 
  • Reviews and validates appropriateness of Variation Order (VO) / Time Extension (TE) / Time Suspension (TS) proposed by the Contractor and recommends to the approving body.
  • Identifies and provides construction resource requirements (manpower, materials and equipment) for multi-year projects to deliver projects within defined project delivery metrics. 
  • Identifies and documents construction methodologies, best practices and lessons learned.
  • Applies construction management best practices and methodologies to assigned projects.
  • Provides feedback on appropriateness of construction management policies and processes within the Corporate Project Management Group - Integrated Management System (IMS).
  • Leads contractor in delivering projects which are compliant to all policies, procedures and governance frameworks.

Implemented Construction Management Plan for all project types (A,B, C, D1, D2 and E)

  • Defines overall construction strategies and methodologies in alignment with the key stakeholders for all project types (A,B,C,D1,D2, and E) to deliver project construction within defined project delivery metrics, including but not limited to: Cost, Time, Quality, Safety and Environment 

Detailed Construction schedule, Construction methodology, Testing and Commissioning plan (inputs to Project implementation Plan)

  • Develops complicated construction methodology, commissioning options, and detailed baseline construction schedule for all project types (A, B, C, D1, D2, E) that require longer planning periods as input for project implementation planning of each project; supports the Project Manager in developing the comprehensive project strategy

Constructability analysis – Decision Support Package (DSP)

  • Provides constructability options during project development, which includes conduct of feasibility and optioneering studies, acquisition of necessary land, consensus building among stakeholders, preparation of tender documents, project implementation planning (package phasing) as input to DPS

Support for Technical bid evaluation

  • Collaborates with the Project Team for the review of bid documents and acts as resource person for bid technical evaluation

Notice to Proceed

  • Requires the Contractor to provide timeline for submission of pre-construction documents (e.g. PQP, Project Schedule, Bonds and Insurances, Permits, etc.) prior to start of physical works.

Construction Health and Safety Plan (CHSP)

  • Initially reviews the CHSP submitted by the Contractor and endorses it to Safety Solutions Department for final review and approval.

Project Contract

  • Act as Manila Water Representative and Contract Manager upon award of the project and Provides construction management expertise for delivery of complex water and used water projects

Progress Report

  • Reviews and validates weekly construction progress from the contractor to monitor actual project accomplishment.

Monitoring and Control forms and templates (e.g. Corrective Action Report, Contractor’s Performance Evaluation Report, Forecast, etc.)

  • Reviews and monitors contractor's compliance with the construction plan (scope, budget, schedule, methodology and resource, safety and quality plan); Draws and recommends measures for any deviation from the plan throughout the execution stage; Leads the construction of the project based on approved drawings to ensure compliance to specifications and established standards, including permit and environmental requirements

Issues log, complex WBS, etc.

  • Acts as Health and Safety Officer and Pollution Control Officer at the project site to ensure compliance to applicable Environment, Health and Safety requirements

Project Risk Register (present and foreseeable risk); Construction Risk Control Plan (complex issues

  • Identifies and mitigates present and foreseeable construction risk that can impede project delivery success
