Role Purpose
Plans, organizes and directs the Finance and Administration Department of the Subsidiaries in providing timely and reliable oversight in areas of accounting, financial monitoring and analysis, process and policy management, budgeting, financial planning and reporting, debt and cash management, controllership, risk management and ensure policies and procedures are aligned with Company’s governance principle.
Job Description
100% timely review and submission of accurate financial reports and analysis to internal and external stakeholders
Manages the preparation and maintenance of a variety of financial records and reports, including those related to the general ledger, accounts payable, accounts receivable, payroll, job costing, inventories, budgets and fixed assets; ensures the purchasing of materials, supplies and equipment are conducted in accordance with the Company's policies and procedures; Conducts financial reviews of Company operations and activities and reports findings and recommendations to the General Manager and Board of Directors; Serves as liaison with external auditors and coordinates their activities on behalf of the Company; Ensure applications of relevant accounting standards; Ensure compliance to applicable tax rules and regulations. Avoid possible tax exposures within the entity; Compile, monitor, examine and audit moderately complex financial reports for accuracy and integrity, and conformance to accepted accounting and program guidelines; Develop ad hoc reports necessary to respond to management information needs; Provide analysis on the financial and non-financial performance of the entity and recommend possible options that can address any emerging issues affecting the organization.
100% timely preparation and review financial plans and budgets
Responsible for the preparation and presentation of the Company's annual budget; Coordinates preparation of the annual budget request for the Company; reviews staffing, equipment, and supply needs based upon recent trends and planned activities; monitors expenditures after budget adoption; approves purchase requisitions; Monitor allocation of budget to programs involving multiple projects that is aligned with the program objectives of the entity. Propose changes in spending programs or other initiatives that will be to the advantage of the company; Provide management committee the long-term and short-term financial projection of the organization comprising its financial position, profit and loss, cash flows and capex program. Evaluate and provide analysis on the actual financial and operational performance of the entity as against the business model.
100% review and assessment of adequacy of internal controls in business processes and ensure alignment with governance principles
Identify and ensure the adequacy and reliability of internal controls that are in place for complex and unique processes. Independently assess the results of the review; Determine operational and financial impact of weak internal controls and recommend mitigating controls to lessen such impact.
Ensuring top risks are identified and addressed on a timely manner
Serve as Risk Management Champion / Chief Risk Officer of the entity; Assesses financial risk, compliance risk; Implements programs for Risk Management, coordination to different departments, create strategies to resolve top risks of the Company; Ensures Department Top Risks are regularly monitored and any issues on the risk mitigation strategies are escalated in a timely manner.
